From what we can tell, the Old Guns quest will become available after completing the Reunions quest. You’ll need to find the Minutemen general, Preston Garvey, and help him clear out a base called the Castle. After that, you’ll be able to purchase the Minutemen Radio Beacon, which will allow you to call in Artillery strikes.
